What is a Federal Government Shutdown?

A government shutdown happens when Congress doesn’t pass a budget or temporary funding bill to keep federal agencies running. When that occurs, many parts of the federal government stop operating until new funding is approved.

Essential services – like air traffic control, military operations, and Social Security payments – continue. But other services pause or slow down, such as processing of certain loans, permits, or verifications.

Who is affected by a shutdown?

  • Federal employees: Many government workers are temporarily furloughed without pay. Some continue working but do not receive pay until the shutdown ends. Federal employees generally receive backpay once funding is restored.
  • Federal contractors: Contractors often do not receive backpay, so a shutdown may create longer-lasting financial challenges.
  • General public: People who rely on certain federal services may experience reduced hours, slower processing times, or temporary closures. Travel, loan approvals, and other services tied to the federal government could face delays.

How long can a shutdown last?

There’s no set timeline. Some shutdowns have ended in just a day, while others have lasted for weeks.
